Professional Employee's Center PROFEC was established in early 1992 to the urgent demands of both job-seekers and employers, With the educational policies being changed, now students themselves look for the right jobs thus need to access to latest information of the labor market, and equip themselves with updated skills and knowledge in order to get a right job. Enterprises needs to build a professional labor resource to stand strong in the globally competitive environment
PROFEC has built up good relationships with state and foreign enterprises thus proved its important position in the career service network in Ho Chi Minh City and the neighboring provinces. PROFEC is also the university-based employment office which begins to run efficiently and gain public recognition and credit.
Based on the governmental decree N0 72/CP dated October 31,1995, upon approving of the proposal from the Board of Education of the University of Economics, the National University of Ho Chi Minh City sent an official letter N0 134/DHQG-HCM dated April 8, 1996 to the Ministry of Education and Training which requests for the permission to establish PROFEC Meanwhile, on evaluating the demands of the labor market and the center's efficiency, the Ministry of Labor - War Invalid and Social Affairs also sent an official letter N0 3163/LDTBXH dated September 21, 1996 to the Ministry of Education and Training which suggests the construction of "An Experimental Model" in employment service for students. The Minister of Education and Training has issued an official permission N0 4161/GD-DT dated October 4, 1996 to establish "Professional Employee's Center ( PROFEC ) " the first university-based organization under the authority of the Ministry of Education and Training to experiment the model of employment service under the Governmental Decree N0 72/CP."
PROFEC is a governmental organization operating in the human resource sector, which has raised much concern of the Government, PROFEC provides not only employment services for employers and job seekers, but oversea studies service, and short-term training, vocational training as well.
PROFEC has great advantage in the field of vocational training and employment service, especially for white-collars. PROFEC has close relationship with institutions, academies, vocational centers in Vietnam and abroad hence able to catch the hottest, most accurate news about training courses and their level of accreditation, PROFEC is also able to have immediate response to the demands and changes of the labor market. PROFEC has its own staffs who are college graduates with professional skills and systematic training in human resource management. PROFEC has become a reliable source for employers in headhunter service. In fact, PROFEC with the above advantages has connected employers with the right talents, job-seekers with the right jobs, and laborers with the necessary training.
PROFEC, as a human resource agency, is always aware of the increasingly urgent demands of employers for the right talents and job-seekers for the right jobs due to the economic trend in Ho Chi Minh City and in Vietnam as a whole. We do believe that with our philosophy "Best service in the shortest time", PROFEC will be one of the familiar branch names in the human resource sector and a reliable source for both employers and job-seekers.
REGULATIONS
Article 1 :
The Professional Employee's Center is a profitable governmental organization in the service sector established abiding by the governmental decree No 72/CP October 30, 1995 with the proposal of the Ministry of Labor - War Invalid and Social Affairs and the approval of the Minister of Education and Training. The center is subject to the overall management of the Rector of the University of Economics of Ho Chi Minh City in its operation.
Article 2 :
The Professional Employee's Center must be under the authority of the Board of Director of the University of Economics, and the supervision of the Department of Labor - War Invalid and Social Affairs to ensure its operation be in accordance with the regulations of the Labor Code.
Article 3 :
Professional Employee's Center is authorized to own its stamp and bank account for transactions. The Director of the center is to be appointed by the Rector of University of Economics of Ho Chi Minh City, other staffs recruited under contract and partners nominated by the Director.
Article 4 :
The Professional Employee's Center has the rights and responsibilities as follows :
- Provide students, employees and employers with consultancy on policies of labor resource management, career training and development.
- Recommend jobs and vocational training to students and employees, competent candidates to employers.
- Provide employment services for domestic and foreign enterprises operated in Vietnam and abroad, especially head-hunter service.
- Provide necessary information about the labor market for academies, socio-economical organizations, domestic and foreign employers, and job-seekers. Conduct scientific research, and surveys of socio-economical issues to the need of the enterprises.
- Design and organize short-term courses to upgrade professional - vocational knowledge and skill. Provide oversea study services to the need of the individuals.
The Professional Employee's Center has the functions as follows :
- Organize short-term courses in the attempt to re-educate, upgrade professional - vocational knowledge and skill related to career development plans.
- Organize and participate in conferences, conventions, fairs in the domain of training and career.
- Provide consultancy and cooperate with academies, organizations, institutions and universities in Vietnam and abroad in oversea studies, vocational training, and …
- Produce and sell services, generate the opportunities for students to practice and undergo probation periods in the attempt to associate theory and reality, provide employment service for the local labor force.
- Collect service fees, tuition fees in accordance with the regulations and guidance of the related authority.

- Director.
- Vice-director of employment service.
- Vice-director of training.
- Accountant.
- Cashier.
- Other officers and staffs perform their tasks in different functional departments under the authority of the Board of Director.
The functional departments under the authority of the Board of Director :
- Research Department :
Perform the functions and responsibilities: providing consultancy on policies of labor resource management, career training and development; conducting scientific research, anticipating the demands for labor resources, providing information about the labor market, conducting surveys of social issues and marketing research, organizing and participating conferences, conventions.
- Employment Service Department :
Perform the functions and responsibilities of employment services: recommending jobs and training courses to students and employees, competent candidates to Vietnamese and foreign employers running legal business in Vietnam.
- Training and Oversea Study Service Department :
Perform the functions and responsibilities of training: organizing short-term courses to upgrade the professional - vocational knowledge and skill, cooperating with other organizations in oversea study services, having immediate response to the demands for education and training.
